Special-Diet Food Banks

How to help those with special dietary needs who rely on food banks to survive.

After a short prayer of thanks and a slightly longer prayer for protection, Cindy and her 12-year-old daughter Meagan begin eating the macaroni and cheese they picked up at the food bank in Akron, Ohio. Cindy enjoys every bite, as does Meagan. But Cindy knows that in a few short hours, she’ll be holding Meagan’s hand and offering comfort because, as a celiac, Meagan can’t handle this meal. Yet without it, Meagan will go hungry.

Meagan and Cindy are not alone.

Across America, thousands of people who depend on local food banks for their meals are facing the cruel irony of needing food to live yet knowing the items offered could make them sick—or even kill them. Food banks are drastically ill-prepared and under-informed about how to handle the special dietary needs of a growing population of people with food allergies and sensitivities.

A Call to Action for Gluten-Free Pantries

In December 2009, Dee Valdez of Loveland, Colorado, organized a gluten-free pantry as a section in her community’s food bank, the House of Neighborly Service. The first of its kind in the United States, the House of Neighborly Service now distributes food to needy families who are on special diets. For Valdez, the idea was sparked by a phone call she received 17 years before.

“In the early 1990s, a single mom called me because she didn’t know how to feed her little girl who’d just been diagnosed with celiac disease,” recalls Valdez, who headed a local celiac chapter at the time. “I went through a list of products and her response was, ‘How can I afford that? I have to choose between feeding my daughter and all my kids. What would you do? I guess my daughter will just have to learn to live with diarrhea.”

Unbeknownst to the caller, Valdez, a mother with three young children, was not much better off. Despite her own hardship, she was determined to help. She gathered up food from her household and from others who offered to assist and delivered six bags of groceries to the mother.

“I knew that was maybe a week’s worth of food for her and her children,” Valdez says. “I vowed that one day I would find a way to feed families like that, especially kids with special dietary needs.”

Several years later, Valdez found herself living in an identical situation as the caller.

“Back then, there were times when I actually had to rely on a food bank but it wasn’t designed to meet my dietary needs as a celiac. I’d get food for my children there—but I was just eating rice,” says Valdez,

Feed the Hungry

It was 15 years later when Valdez, a former journalist and TV news anchor, felt she was finally at a place in her life where she could follow up on her vow. The community need had remained unmet.

Pierce’s Pantry, a gluten-free food bank started by high school student Pierce Keegan, operates out of Wayland, Massachusetts.

“I was rather appalled that nobody had gotten this important work done. Then I thought, well, I’ll go ahead and do it myself,” she says.

There was no sense in reinventing the wheel, Valdez thought, so she decided to start with an established food bank and work from there. That way, any issues about location, shelf space, government regulations and paperwork, staffing, safety and sanitation would already be addressed. She approached six different food banks in the Denver area—but not one of them fit the bill. The reason? No one had what she termed a “willing heart.”

“It’s not enough to have a food bank facility, sufficient space, a massive amount of donations or a lot of money. If the people who run the place don’t have willing hearts, a special-diet pantry will not be sustained,” Valdez says. “The food banks I talked to were like, yeah, that’s probably something we could look into—but I wanted people who would really embrace this.”

Another criteria for Valdez was that the food bank would offer gluten-free items on each and every day they were open, not just occasionally.

“I didn’t want this to be personality driven,” she explains. “Once I backed away or the executive director leaves, I didn’t want the whole system to fall apart. Because once you start feeding people these special-diet foods, you need to continue to do so. People should be able to count on that.”

Ultimately, Valdez found the right combination in her own backyard—the House of Neighborly Service in Loveland, Colorado.

“The executive director there had lived gluten free for a while due to health reasons. She understood how challenging the diet can be and how vital the food is to people who need it,” Valdez says, calling the food bank “a really sweet find.”

Valdez called the celiac groups in the area, asking them to help secure both financial and food donations and to publicize the project throughout the Denver region. She also contacted gluten-free manufacturers across the nation, obtaining ongoing product donations in order to keep shelves regularly stocked with gluten-free pastas, cookies, pretzels, baking mixes and other goods. The staff at the House of Neighborly Service jumped right in, enthusiastically altering their procedures to incorporate the gluten-free items. Working with Valdez, they trained volunteers to read labels, sort products and stock shelves.

Opening A GF Food Pantry

The House of Neighborly Service agreed to launch the project in December of 2009, just in time for the holidays. Christmas, a hectic time for food banks, was fast approaching.

To help publicize the availability of gluten-free food to needy families throughout the area, Valdez decided to make the opening a media event. The press, local and state dignitaries and families across the region were notified—and the event was well attended. Valdez recalls a moment at the opening that was particularly poignant for her.

“A family with seven kids came because they needed food for the holidays. Out of nine in that family, four were gluten free,” she says. “Many of the celiac moms used the food bank as an object lesson in giving, taking their kids grocery shopping to help stock the shelves. A 3-year-old girl with celiac disease gave a box of her favorite gluten-free cookies to a little child in this family. It was a powerful visual that still makes me emotional.”

Since then, Valdez has gone on to work with other food banks across the nation to help them incorporate special-diet pantries into their day-to-day operations.

“I know from personal experience how important it is to be able to have the right food to meet special dietary needs,” she says. “Parents shouldn’t have to choose between feeding their child something that’s ‘poison’ or having them go hungry. If we can get even one family the special-diet food they need, we offer them restored health and hope—and that can permanently change their lives.”

How to Set Up A GF Food Bank

Here are seven steps to establishing a special-diet food bank in your area.

1. Form a Team.

A dedicated group of hard-working individuals with a goal can accomplish a lot. A team ensures the project continues should one person have to drop out.

2. Find a Food Bank.

Work with what's already there in your community. As Dee Valdez* says, find an existing food bank with “a willing heart," with leaders and staff who share the vision. For a list of food banks in your state, visit Feeding America.

3. Establish the Need for a GF Pantry.

Show the food bank that an important segment of the community isn't being served. Share the prevalence stats on celiac disease (1 in 133), gluten sensitivity, and food allergies (1 in 13 children). Point out the incredible price gap between regular and special-diet products. Example: A box of regular brownie mix is $1.75; a gluten-free brownie mix is $4.79.

4. Enlist Community Support.

Connect with local celiac chapters, food-allergy groups, social service organizations, and churches for assistance in spreading the word and obtaining donations. Ask doctors' and allergists' offices to alert their patients. Local groups can organize fundraisers to collect safe canned food and pay for other special-diet products. Get fun ideas for fundraising here!

5. Secure Donations.

Contact national special-diet food manufacturers for ongoing product donations. Call locally based companies for financial grants or a commitment of regular funding. Enlist neighborhood grocery stores, gluten-free bakeries and restaurants for food donations.

6. Train Workers.

Establish a schedule of regular classes so that staff and volunteers are appropriately trained. They must be instructed in how to read labels, sort food products and properly stock shelves and have basic knowledge of special dietary needs, including an awareness of cross contamination.

7. Throw an Event.

Publicize the opening with a dedication and ribbon-cutting ceremony. Notify the media, including bloggers, and invite the surrounding community and local and state dignitaries.

Helpful Hints

If you’re starting a gluten-free food bank in your area, keep these tips in mind.

If your food bank receives USDA or canned foods and there’s a printed inventory, mark gluten-free items on the inventory list for ease in identification and distribution. If you’re lucky enough to have a warehouse, label entire pallets “gluten free,” as appropriate.

Keep a current gluten-free grocery guide out for ready reference by clients and volunteers. These little books list thousands of gluten-free items by name brand. Examples: the Gluten-Free Resource Directory and The Essential Gluten-Free Grocery Guide.

Once you get the hang of reading labels and identifying ingredients, you may find the food bank offers a selection of naturally gluten-free foods—dried beans and lentils, rice, fresh produce, canned and frozen fruit and vegetables. Post signage to remind staff and clients of these special-diet basics.

Offer helpful handouts, such as simple gluten-free recipes, money-saving tips, lists of safe ingredients, suggested menus for balanced meals, a list of celiac and food allergy groups, etc.

Collect gluten-free basics with a shelf life, such as baking mixes, xanthan gum, packaged snack items (pretzels, ice cream cones, health bars, cookies, crackers), quinoa, tamari and other seasonings. Keep these all together in a special section.

Hungry to Help

For additional ways to offer meal assistance to those with special dietary needs, check around your community. Many organizations have food banks. Contact neighborhood churches, your area’s “board for aging” and the WIC program (Women, Infants, Children) in your region. See if your local Meals on Wheels program has options for those on special diets.

I contacted USA.gov and got no helpful information. There just are not any resources to help with the problem of special foods. I did get results by writing to the local organic farms for donations for myself, but that was short lived. I plan to also write to my local food coop and Whole Foods. I thought about putting out a jar for monetary donations at the local Giant Eagle grocery stores too. That the limit of my ideas. If anyone has other, please add it to these comments. We need a solution!

I am glad that people are being made aware of this problem. I am an elderly, widow who was diagnosed with some rare, incurable, progressive diseases (Dercum's, lipedema state 3, Mast Cell Disease, Postural Orthostatic Tachycardia Syndrome) that require me to have a special diet and lifestyle that is free of allergens (wheat, corn, soy, peanut and milk), chemicals and additives, and restricted to chicken and fish. This gluten-free, organic, inflammation reducing lifestyle is very expensive. I have been on Social Security Disability for several years now for severe symptoms from Major Depressive Disorder and Anxiety. Only in the last year did I become so ill from my diseases that I was finally diagnosed and given these guidelines to possibly slow the progression and decrease the pain and discomfort of the disease. I must filter all water that goes onto my skin or into my body. I must use only natural, chemical-free household products and cosmetics. I also need a variety of dietary supplements to bolster my immune system, fight inflammation, help with elimination and provide nutritional support. My medical insurance does not cover them. Needless to say, I simply cannot afford it all. I was getting some donated organic produce from a local organic farm, but that has ceased. I was not told why. Now, I am back to hoping someone will offer me cash or food toward the end of every month. I'm essentially a beggar. It's not a good feeling. Yet, I know that if I use and eat products that I shouldn't, I will be miserable with joint and muscle pain, brain fog, itching, swelling, blurred vision, heart palpitations, stomach and bowel pain, headaches and painful bloating that will only get worse as time passes. There are no government programs in place to assist people with illnesses in acquiring and/or purchasing the special foods they need. Most organization of this type are restricted to cancer patients and MS patients. People with rare diseases are left out in the cold. I would like so much to start a pantry or organization to help with this problem, because I know that I am not the only one by far who needs such regular assistance.

I have had an unemployed husband for over 2 years and I have been supporting our household expenses for much of that time on a minimal income. It has been necessary for our family to seek help through the Counties food Pantry to put food on our table throughout this challenging time. My daughter has a intolerance to gluten, milk and all dairy products, eggs and various others as well. Only once throughout the 12 months we relied on them, were we able to obtain foods free of her triggers of the dreaded diarrhea and other GI discomforts. We have been very blessed by friends and family who have recognized our limitations and have gifted us with gift cards to local grocers so we could afford to satisfy the special diet needs she has along the way. I know that not everyone is this fortunate. I do hope that this information inspires many to open their hearts to this growing need in your own community and take action.

This definitely sparks some emotion for me. My daughters and I are allergic to wheat, milk, eggs, and beef and I'm disabled and haven't been able to work in over a year. My husband's been doing his best to support us, but even on his income and with food stamps we've had to make use of our local food bank. The first handful of times I cried as I left because I had a quarter of the food other smaller families had because I had to send so much of it back. I eventually just got used to the idea of receiving less. I still have to examine everything they put in my 'box' an pick out a bunch of stuff that we just won't use, but I don't have the option here of anything other. As far as baking vs. buying gf goods, I haven't the strength to bake my own, and we only buy gf bread/pretzels/cookies on very special occasions. If our foodbank carried these it would be such a rare treat and a blessing! They get the castoffs from all the local mainstream bakeries, so lots of folks get pies, donuts, breads, etc. It'd be great if we could also. But even if we couldn't, it'd be nice to get some pasta every now and then, or rice/soy/almond/hemp milk since we can't have regular. Even to have staff properly trained about allergies so I don't have to send back rolls, pies, breaded chicken, seasoned fries, etc. because the staff member working the back who has a list of our allergies didn't read them.

I would love to be able to volunteer myself, spread the word, educate and inform, but sadly my condition limits my energy so much that just going and receiving leaves me so weak I have to rest before driving home. Hope this becomes a national phenomenon soon!

I find it very important to learn how to make/bake gluten free items for one's self. The ready made gluten free items in the supermarket should be looked at as "convenience" foods...and not pantry or kitchen staples. It seems as though so many manufacturers are putting their gluten free products out there to compete with this new and growing market with very little testing. Unfortunately most of these direct substitutions are over priced and very disappointing. Make, bake and freeze if you find it necessary to have bread with every meal. There is a whole new world beyond the basic sandwich. There are so many good recipes out there with folks making and creating so much good food...healthy food.

I'm thankful for the opportunity to read this article. I live in Phoenix, Arizona. I have Celiac Disease and have found that my grocery products are VERY expensive. A simple loaf of bread (about 9-10 slices) is $4.95 and up. I receive food stamps for my wife and myself. However, the amount of food stamps we receive will only cover a portion of my food for the month. I'm sure we're not alone. I would like to see the government apply a subsidy to food stamps for those who live with special diets. Since reading this article, I plan to contact local food banks and other entities to get them aware of the need for gluten-free and sugar-free foods for those who can't afford to buy them (or at least offer them at a reduced, affordable price).

Very well, Dee!!! I recently saw a mother in a grocery line having to put back food because she did not have enough food stamps to get all of what was in her cart. It made me think. I cannot image what the poor mother of a celiac child must go through. My hat goes off to you!

This article caught my attention because I happen to live in Akron, Ohio. I already spend quite a bit on groceries monthly in an attempt to feed my family the healthiest food I can and everytime I shop I think of how fortunate I am to be able to do so. However, my child may be gluten sensitive and our current diet is already putting a strain on the money. Starting a special diet food bank here in Akron is very inviting to me. I can't stand to see a child go hungry and to think there are children that have to 'deal with the pain', as my son told his doctor just last week, of food sensitivity and hunger to boot is unbearable!
